Brennand Consulting has partnered with SEIU Local 721 to design and execute a comprehensive member communications program that supports contract campaigns from initial bargaining through ratification. We began by conducting structured member surveys to gather input on bargaining priorities, ensuring union leadership had actionable data on workplace concerns and contract demands.
Throughout negotiations, we maintained consistent outbound communication to inform members of updates at the bargaining table, reinforcing transparency and sustaining engagement during critical phases of the process.

We also used direct member contact to mobilize collective action. We contacted members to promote Days of Action and rallies designed to increase pressure on Los Angeles County, providing clear logistical information and reinforcing the strategic objectives of each action.
Through high-volume calling and disciplined follow-up, we helped organize massive mobilizations, culminating in thousands of members rallying in Downtown Los Angeles. We further supported escalation efforts by contacting members to participate in a Strike Authorization Vote, building support and sustaining momentum for a stronger contract.
Our program extended through the final stages of the campaign. We helped facilitate member participation in contract ratification votes, ensuring broad awareness and turnout.
Collectively, this sustained communications infrastructure contributed to the largest strike in the union’s history in 2025 and supported a coordinated, member-driven path from bargaining demands to final contract approval.
